The act makes Communist Party membership grounds for deportation or refusal of entry to the United States.

The act has three main components: 1) all organizations determined to be communist must register with the U.S. Department of Justice and provide membership lists and financial information; 2) it is a felony to support the emergence of a totalitarian regime in the United States in any way; and 3) it authorizes the president to arrest or detain anyone suspected of espionage.
