The first Red Scare was in 1917 following the Russian Revolution. In 1919, a plot for mailing 36 bombs to prominent members of the U.S. political and economic elite is uncovered and prevented, although other bombings successfully occur across the U.S. Two hundred forty-nine Russian immigrants are deported. The Federal Bureau of Investigation (FBI) consolidates, using federal agents to identify "potential communists" by investigating their homes and workplaces against their constitutional rights.
