The U.S. Army forms a commission to create a yellow fever vaccine as a key strategy in the Spanish-American war. Using Cuban "volunteers" to test their theory that yellow fever is mosquito-driven, they prove this link and then mobilize the army to "rid Cuba of mosquitos." This health strategy will end up bolstering some Cuban support for the U.S. military.
