In The American Health Empire: Power Profits and Politics, Barbara and John Ehrenreich create this term, referencing the phrase, "the military industrial complex," that President Eisenhower used in his 1961 farewell address on the nexus of power, harm, and profit in the military.

The Ehrenreichs apply the same ecosystem thinking to the power, harm, and profit of healthcare, which they call the "medical industrial complex."
